Older travel blogs and videos still describe getting part of your cosmetic treatment cost back at the airport in Korea. That changed at the start of 2026. Here is what the refund was, what ended, which dental treatments still carry VAT, and how to read a quote so there are no surprises.
Is there still a tax refund for dental treatment in Korea in 2026?
No. The special VAT refund for foreign patients' cosmetic and aesthetic procedures ended on 31 December 2025, and treatments from 1 January 2026 do not qualify. The Ministry of Economy and Finance announced the end of the scheme in July 2025, saying it had fulfilled its purpose, and the National Assembly removed the relevant clauses from the tax special-cases law in December 2025.
The scheme started in April 2016 and was extended several times. According to The Korea Herald, refunds reached 95.5 billion won in 2024.
Which dental treatments did the refund cover?
It applied to VAT-taxable cosmetic procedures at participating medical institutions. On the dental side, Korea's dental press reported that this included tooth whitening, laminate veneers and gum contouring surgery. Therapeutic treatments were never part of it, because they are generally exempt from VAT in the first place.

Korea has applied VAT to certain cosmetic dental procedures since February 2014, when whitening, laminates and gum reshaping were added to the list of taxable cosmetic services. Korea's standard VAT rate is 10%.

Tax status depends on the purpose and method of each treatment, not just its name, so the final classification is made by the clinic under Korean tax rules. If a veneer is part of restoring a damaged tooth, or gum surgery treats disease, the answer may differ. Ask about your specific plan.
How do I check whether my quote includes VAT?
A few questions in writing avoid confusion later:
- Ask which items in your plan are VAT-taxable and which are exempt.
- Ask whether the quoted figure already includes VAT or whether it is added at payment.
- Check the total with VAT for each taxable item. As a simple illustration, if a taxable fee of ₩1,190,000 did not include VAT, 10% VAT would add ₩119,000.
- Request an itemized receipt showing each treatment, for your records and any insurance claim.
- Budget without any refund; there is no airport claim for cosmetic dental work in 2026.

How much difference does the end of the refund make?
It depends on how much taxable cosmetic work is in your plan. Korea Biomedical Review reported that refunds under the scheme typically ranged from about ₩100,000 to ₩200,000 per procedure. For a large veneer case, the VAT portion can be more significant. As an illustration only: if 8 LUCINATE Classic veneers were quoted at ₩9,520,000 including VAT, the VAT element would be about ₩865,000, since VAT-inclusive prices contain one-eleventh VAT. Your actual figures depend on how your clinic quotes and classifies each item, so always confirm in writing.
Does the airport tax-free refund for shopping still apply?
Korea's tax-free shopping system for goods bought by tourists is a separate scheme from the medical VAT refund, and it covers purchased goods rather than medical services. Dental treatment cannot be claimed through tax-free shopping counters.
Can I claim dental costs on my home tax return?
That depends on your country's rules, so ask a tax adviser. As one example, in the United States, IRS Publication 502 allows qualifying medical and dental expenses above 7.5% of adjusted gross income to be deducted on Schedule A, but excludes cosmetic procedures and teeth whitening. Treatment that prevents or treats dental disease may qualify; purely cosmetic veneers generally would not. For cosmetic work, the refund was a modest share of the total, so it rarely decided a trip on its own.
